Go left and go down to that second level and destroy a LEGO sculpture next to a Broken machine and it will explode into LEGO pieces, build the LEGO pieces into the Mail Box. Now this another one of those situations where you probably need to players to do this, player 1 to kill all the enemies that come and player 2 to Carry the Parcel.
